I like Paper Mario: The Thousand Year Door, as Bowser is just hilarious in that game. I can't pick any quotes up off by heart, but I'm sure there were loads. From the given list though... probably either Animal Crossing or Star Fox 64, some of the stuff on those games are really funny.

How nobody can think that Fawful from Mario & Luigi: Superstar Saga is the most quotable (in a bizarre sort of way) character in video game history, besides me, is amazing.

For my money, though, The Secret Of Monkey Island wins with both hands tied behind it's three-headed-monkey-back.

Not on your life. Ben can take Guybrush any day. One of the rare cases of the voice actor and the writers creating an unforgettable character and (highly quotable) game.

Earthbound has some really funny qoutes, and its just fun to read normal conversations in the game because the game hardly taskes itself seriously. One of my favorite moment is when The Fly from the future (scuse me for forgetting names I haven't played the game in some time) is in your friends house:
Friend's Dad: OH MY GOD IS THAT A DUNG BEETLE!!!
Amd then kills him, and then after all that if you talk to him again he says something about how your Dad make them go broke by borrowing so much money and he would like you to leave.

The voice actor was good, but as far as the quotes themselves go, I think that FT and MI are pretty close. Great writers, in other words.
By the way, you did know that Ben's voice actor died recently, didn't you? That was a great loss.

I'd go out on a limb and say Richard Sanders's Bernard from DOTT was better than both Dominic Armato and Roy Conrad...

No, I wouldn't kill you. But as much as I loved Bernard, Hoagey's character and VA was superior if we're talking DotT.

Metal Gear Solid 3 is quote-worthy, but the main problem with it's quotes is that the best sutff comes up in long soliloquys... which doesn't translate for single lines. Still, there are some good lines:
"Loyalty to your country, or loyalty to me? Your country, or your old mentor? The mission, or your beliefs? Your duty to your unit? Or your personal feelings?"
-The Boss.
"Come Jack. Let's make this the greatest ten minutes of our lives."
-The Boss.
"This world is one of sadness. Battle brings death. Death brings sorrow... Now you will know the sorrow of those whose lives you have ended."
-The Sorrow.
"Does this pantywaist know what he's doing?"
-AC-130A Loadmaster (Virtuos Mission movie).

And my personal favorite. I also happen to think it sounds cooler in Japanese, but that's just me (Since I saw the japanese trailer):
