This one:
“I shortened the length of the skirt with my sewing kit.”
Yes, you can say,
“I shortened the length of the skirt using my sewing kit.”
Maybe another way I’d use would be,
“I shortened the length of my skirt using a sewing kit. It was too long for me.”
